Born and bred on the lough shore, Joe received an honours degree in applied physics and a master’s degree in business at University of Ulster. He worked in the IT industry for 40 years, before his co-option onto Craigavon District Council in January 2011 in place of Dolores Kelly MLA.

Joe then contested the local government elections later in 2011, retaining his seat in Loughside. During his term, Joe sat on Craigavon District Council’s Policy and Resources Committee and the Development Committee, as well as chairing the Audit Committee.

Joe is involved in many local community groups and is treasurer of the local community association and is a member of the joint local committee for the Southern Cluster for Rural Development. He is a director of a number of local enterprise organisations.

Joe is married with three children and six grandchildren and has a strong interest in GAA and is a member of St Mary’s Aghagallon GAC and a keen supporter of Armagh.
